Giderek artan kiradaki n\u00fcfus 23 milyona yakla\u015f\u0131rken, kullan\u0131m izni al\u0131nanlar ile ilk el sat\u0131\u015flar sonras\u0131 elde kalanlara g\u00f6re sadece son on y\u0131lda 2 milyona yak\u0131n sat\u0131lmay\u0131 bekleyen konut birikti.<\/p>\n<p>Uzun y\u0131llar ekonominin lokomotifi konumundaki in\u015faat sekt\u00f6r\u00fcnde son y\u0131llarda ya\u015fanan durgunlukta, a\u015f\u0131r\u0131 artan girdi maliyetleri konut fiyatlar\u0131n\u0131 yukar\u0131 iterken gelirleri buna paralel artmayan ve a\u015f\u0131r\u0131 y\u00fcksek faizler y\u00fcz\u00fcnden konut kredisi kullanma imkanlar\u0131 daralan orta gelirlilerin talebindeki d\u00fc\u015f\u00fc\u015f de etkili oldu.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"73_milyon_aile_zorunlu_kiraci\"><\/span>7,3 milyon aile zorunlu kirac\u0131<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>T\u00fcrkiye \u0130statistik Kurumu (T\u00dc\u0130K) ge\u00e7en hafta a\u00e7\u0131klad\u0131\u011f\u0131 \u201c\u0130statistiklerle Aile\u201d ara\u015ft\u0131rmas\u0131na g\u00f6re oturdu\u011fu konutun sahibi ailelerin 2022\u2019de y\u00fczde 60,7 olan oran\u0131 2023\u2019te y\u00fczde 56,2\u2019ye d\u00fc\u015ft\u00fc, kirada olanlar\u0131n oran\u0131 y\u00fczde 27,6&#8217;dan y\u00fczde 27,8\u2019e \u00e7\u0131kt\u0131.<\/p>\n<p>Hane halklar\u0131n\u0131n y\u00fczde 15,1\u2019inin oturduklar\u0131 konutun sahibi olmamakla birlikte kira da \u00f6demedi\u011fi ve y\u00fczde 0,9\u2019unun da lojmanda oturdu\u011fu belirlendi. Buna g\u00f6re zorunlu kirac\u0131 durumunda 7 milyon 313 bin 994 hane bulunurken, ortalama hane n\u00fcfusu 3,14 oldu\u011fu dikkate al\u0131nd\u0131\u011f\u0131nda kirac\u0131 konumunda yakla\u015f\u0131k 22 milyon 965 bin 942 ki\u015filik bir n\u00fcfus oldu\u011fu dikkati \u00e7ekiyor.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Konut_kredisi_el_yakiyor\"><\/span>Konut kredisi el yak\u0131yor<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Bankac\u0131l\u0131k sekt\u00f6r\u00fc ortalamas\u0131nda konut kredisi y\u0131ll\u0131k basit faizi 2014\u2019teki y\u00fczde 11,9\u2019luk d\u00fczeyinden bu y\u0131l\u0131n nisan ay\u0131 itibar\u0131yla y\u00fczde 45\u2019e ula\u015ft\u0131, bu y\u0131l ilk d\u00f6rt ay\u0131n ortalamas\u0131nda y\u00fczde 42,6 oldu. Bankac\u0131l\u0131k D\u00fczenleme ve Denetleme Kurumu\u2019nun (BDDK) belirledi\u011fi konut kredilerinde azami kredi tutar\u0131 limitleri, sat\u0131\u015f fiyat\u0131 ve konutun s\u0131n\u0131f\u0131na g\u00f6re y\u00fczde 50-90 aras\u0131nda de\u011fi\u015fiyor.<\/p>\n<p>Ancak bankalar kredi taleplerine miktar baz\u0131nda \u00e7ok daha d\u00fc\u015f\u00fck oranda kar\u015f\u0131l\u0131k veriyor. Bankalar\u0131n konut kredisine uygulad\u0131\u011f\u0131 ayl\u0131k faiz oranlar\u0131 da y\u00fczde 3,1-6,99 aras\u0131nda de\u011fi\u015fiyor. En b\u00fcy\u00fck kamu bankas\u0131n\u0131n uygulad\u0131\u011f\u0131 ko\u015fullarda, on y\u0131l vadeyle al\u0131nacak 1 milyon TL\u2019lik konut kredisi i\u00e7in toplamda masraflar hari\u00e7 5,2 milyon TL geri \u00f6demek gerekiyor.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Krediler_durma_noktasinda\"><\/span>Krediler durma noktas\u0131nda<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Y\u00fckselen faizlerin kullan\u0131m\u0131 cayd\u0131rmas\u0131 ve bankalar\u0131n kulland\u0131r\u0131m miktar\u0131n\u0131 d\u00fc\u015f\u00fcrmesi sonucu konut kredisi stoku da bu y\u0131l ilk d\u00f6rt ay itibar\u0131yla adeta durma noktas\u0131na geldi. 2014 sonunda 125,8 milyar lira olan sekt\u00f6r\u00fcn konut kredisi stoku y\u00fczde 253,4\u2019l\u00fck (2,5 kat) bir b\u00fcy\u00fcme ile bu y\u0131l nisan sonu itibar\u0131yla 444,4 milyar liraya ula\u015ft\u0131. Ancak ayn\u0131 d\u00f6nemde t\u00fcketici fiyatlar\u0131 (T\u00dcFE) baz\u0131nda enflasyon ise y\u00fczde 791,1 oldu.<\/p>\n<p>Konut kredisi stokunun 2014 sonundaki d\u00fczeyi, enflasyonla g\u00fcncellendi\u011finde bu y\u0131l nisan sonu itibar\u0131yla 1 trilyon 120,6 milyar liraya kar\u015f\u0131l\u0131k geliyor. Ba\u015fka deyi\u015fle konut kredileri enflasyon kadar artsayd\u0131, bu d\u00fczeye gelmi\u015f olacakt\u0131. Konut kredisindeki nominal b\u00fcy\u00fcme ile enflasyon aras\u0131ndaki makas \u00f6zellikle 2021\u2019den itibaren a\u00e7\u0131ld\u0131. Stok, enflasyondan ar\u0131nd\u0131r\u0131ld\u0131\u011f\u0131nda reel olarak an\u0131lan y\u0131l y\u00fczde 21,1, 2022\u2019de y\u00fczde 26,7, 2023\u2019te y\u00fczde 26,1 ve bu y\u0131l\u0131n ilk d\u00f6rt ay\u0131nda y\u00fczde 14,6 darald\u0131.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"100_m2_ev_ortalama_32_milyon_TL\"><\/span>100 m2 ev ortalama 3,2 milyon TL<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Merkez Bankas\u0131\u2019n\u0131n Konut fiyat endeksine g\u00f6re piyasadaki durgunlu\u011fa ra\u011fmen T\u00fcrkiye genelinde 100 metrekare bir konutun ortalama sat\u0131\u015f fiyat\u0131 Mart 2024 itibar\u0131yla son bir y\u0131lda y\u00fczde 52 art\u0131\u015fla 3 milyon 188,5 bin liraya ula\u015ft\u0131.<\/p>\n<p>Ortalama konut sat\u0131\u015f fiyat\u0131 \u0130stanbul\u2019da 4 milyon 601,3 bin, Ankara\u2019da 2 milyon 503,8 bin, \u0130zmir\u2019de 3 milyon 672,7 bin lira olarak \u00f6l\u00e7\u00fcld\u00fc. \u00dc\u00e7 b\u00fcy\u00fck il i\u00e7inde ortalama konut fiyatlar\u0131 son bir y\u0131lda da en d\u00fc\u015f\u00fck art\u0131\u015f\u0131 y\u00fczde 40,4\u2019le \u0130stanbul\u2019da kaydetti. Y\u0131ll\u0131k bazda en y\u00fcksek art\u0131\u015f ise y\u00fczde 63,9\u2019la Ankara\u2019da ger\u00e7ekle\u015fti. Ortalama konut sat\u0131\u015f fiyatlar\u0131nda y\u0131ll\u0131k art\u0131\u015f \u0130zmir\u2019de de y\u00fczde 49,5 olarak belirlendi.<\/p>\n<p>Y\u0131ll\u0131k art\u0131\u015f\u0131n\u0131n g\u00f6rece d\u00fc\u015f\u00fck kalmas\u0131na ra\u011fmen, konut fiyatlar\u0131 \u0130stanbul\u2019da a\u00e7\u0131k farkla di\u011fer iki b\u00fcy\u00fck kenttekinin \u00e7ok \u00fczerinde seyrediyor. Tabakalanm\u0131\u015f Ortanca Fiyat y\u00f6ntemiyle hesaplanan birim fiyatlara g\u00f6re belirlenen ortalama konut sat\u0131\u015f fiyatlar\u0131nda, d\u00fc\u015fen talep dolayas\u0131yla son bir y\u0131lda yava\u015flayan art\u0131\u015flar\u0131n enflasyonun alt\u0131nda kald\u0131\u011f\u0131, ancak buna ra\u011fmen konut sat\u0131\u015flar\u0131n\u0131n d\u00fc\u015fmeye devam etti\u011fi dikkati \u00e7ekiyor.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Krediyle_konut_satisi_dip_seviyede\"><\/span>Krediyle konut sat\u0131\u015f\u0131 dip seviyede<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Pandeminin ba\u015flad\u0131\u011f\u0131 2020 y\u0131l\u0131nda 1,5 milyona yakla\u015fan konut sat\u0131\u015flar\u0131n\u0131n y\u00fczde 38,2 oran\u0131nda 573 bin 337\u2019si banka kredisi ile (ipotekli) sat\u0131lm\u0131\u015ft\u0131. An\u0131lan y\u0131ldaki sat\u0131\u015flar\u0131n 469 bin 740 adetle \u00fc\u00e7te birini \u201cilk el\u201d sat\u0131\u015flar olu\u015fturmu\u015ftu. 2023 y\u0131l\u0131nda toplam konut sat\u0131\u015flar\u0131 1 milyon 225 bin 926 adede, bunun i\u00e7inde banka kredisi ile sat\u0131lanlar\u0131n oran\u0131 177 bin 748 adetle y\u00fczde 14,5\u2019e d\u00fc\u015ft\u00fc, ilk el sat\u0131\u015flar da 379 bin 542 adetle y\u00fczde 31 pay ald\u0131.<\/p>\n<p>Bu y\u0131l\u0131n ilk d\u00f6rt ay\u0131nda ise toplam sat\u0131\u015flar ge\u00e7en y\u0131l\u0131n ayn\u0131 d\u00f6nemine g\u00f6re y\u00fczde 3,7 d\u00fc\u015f\u00fc\u015fle 355 bin 173 adet olurken, bunun i\u00e7inde banka kredisi ile sat\u0131lanlar y\u00fczde 57\u2019lik bir d\u00fc\u015f\u00fc\u015fle 34 bin 693 adette kald\u0131, pay\u0131 da y\u00fczde 9,8\u2019e kadar geriledi. \u00d6zellikle nisanda toplam sat\u0131\u015flar ayl\u0131k bazda 75 bin 569 adetle son y\u0131llar\u0131n en d\u00fc\u015f\u00fck d\u00fczeyini g\u00f6r\u00fcrken, \u00fclke genelinde banka kredisi ile sat\u0131lan konut say\u0131s\u0131 sadece 7 bin 71 oldu.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Insaat_maliyetinde_rekor_artis\"><\/span>\u0130n\u015faat maliyetinde rekor art\u0131\u015f<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Uzun y\u0131llar ekonominin lokomotifi konumundaki in\u015faat sekt\u00f6r\u00fc, olu\u015fan konut fazlas\u0131, buna kar\u015f\u0131l\u0131k y\u00fcksek faizler y\u00fcz\u00fcnden bask\u0131lanan talep nedeniyle girdi maliyetlerindeki a\u015f\u0131r\u0131 art\u0131\u015f\u0131 fiyatlar\u0131na yans\u0131tam\u0131yor.<\/p>\n<p>T\u00dc\u0130K verilerine g\u00f6re 2016 ba\u015f\u0131ndan Mart 2024 sonuna kadar olan d\u00f6nemde T\u00dcFE baz\u0131nda birikimli enflasyon y\u00fczde 693,8 (7 kat) olurken, in\u015faat maliyetlerindeki art\u0131\u015f y\u00fczde 1.361,4\u2019e (13,6 kat) ula\u015ft\u0131. Bu d\u00f6nemde in\u015faat sekt\u00f6r\u00fcnde \u00f6zellikle malzeme fiyatlar\u0131 a\u015f\u0131r\u0131 h\u0131zl\u0131 bir art\u0131\u015f g\u00f6sterdi. Malzeme maliyetlerindeki y\u00fcksek oranl\u0131 art\u0131\u015fta ise \u00f6zellikle son y\u0131llarda \u00e7arp\u0131c\u0131 bir vizyon ve konsept de\u011fi\u015fimi ya\u015fanan in\u015faat sekt\u00f6r\u00fcnde nitelikli malzeme kullan\u0131m\u0131n\u0131n ve ithal girdinin pay\u0131n\u0131n artmas\u0131 etkili oldu.<\/p>\n<p>Maliyetlerdeki h\u0131zl\u0131 y\u00fckseli\u015fin cayd\u0131r\u0131c\u0131l\u0131\u011f\u0131 ile yeni in\u015faat\u0131na ba\u015flanan konut say\u0131s\u0131nda \u00f6zellikle 2018\u2019den itibaren belirgin bir d\u00fc\u015f\u00fc\u015f ya\u015fand\u0131. Dar ve orta gelirli kesimin konut alma imkan\u0131n\u0131n diplere inmesi nedeniyle sekt\u00f6r daha \u00e7ok \u00fcst gelir grubuna hitap eden projelere y\u00f6neldi. Buna ba\u011fl\u0131 olarak al\u0131nan in\u015faat ruhsatlar\u0131 kapsam\u0131ndaki binalarda daire say\u0131s\u0131 da azald\u0131. 2017 y\u0131l\u0131nda 1 milyon 405 bin 447 dairelik 161 bin 921 bina i\u00e7in in\u015faat izni al\u0131nm\u0131\u015ft\u0131.<\/p>\n<p>\u0130n\u015faat izni al\u0131nan bina say\u0131s\u0131 2018&#8217;de 104 bin 509&#8217;a, 2019&#8217;da ise 56 bin 308&#8217;e kadar d\u00fc\u015ft\u00fc. \u0130zleyen d\u00f6nemdeki g\u00f6rece toparlanmayla bu say\u0131 2020\u2019de 96 bin 204\u2019e, 2021\u2019de 138 bin 449\u2019a y\u00fckseldi. 2022\u2019de 127 bin 885\u2019e d\u00fc\u015fen in\u015faat ruhsat\u0131 say\u0131s\u0131 2023\u2019te de 138 bin 270 adette kald\u0131. 2023\u2019te ruhsat al\u0131nan binalardaki daire say\u0131s\u0131 843 bin 77 adetle 2017\u2019deki say\u0131n\u0131n neredeyse yar\u0131s\u0131 d\u00fczeyinde kald\u0131. 2014\u2019te 124 bin 510 olan yap\u0131 kullan\u0131m (oturma) izni al\u0131nan bina say\u0131s\u0131 da 2018\u2019de 100 binin alt\u0131na, 2023 itibar\u0131yla 86 bin 654\u2019e d\u00fc\u015ft\u00fc.
