New conditions for obtaining a residence permit in Turkey. Residence permit in Turkey $200 thousand

Turkey Residence Permit (Ikamet) Updates – New Changes

The news about residence permits (Ikamet) in Turkey has been released.

Opening a bank account to apply for a tourist residence permit (Ikamet)

In March 2024, the Turkish authorities launched the settlement of difficulties in obtaining a tourist residence permit. We are talking about simplifying the opening of a bank account for foreigners to receive an icamet.

Previously, foreigners faced problems when trying to open accounts, banks required them to already have a residence permit for this.

Turkish Minister of Culture and Tourism Mehmet Ersoy said that now a decision has been made at the level of the Association of Banks, an official letter has been sent to the Migration Department to provide foreigners with the required support in opening accounts.

To obtain a primary and further extension of a residence permit, a monthly transfer to the account of 1.5 minimum wages (minimum wage) is required, which is about $ 825.

Instructions of Immigration Department

As of October 16, 2023, to obtain a residence permit in Turkey, the value of the property must be indicated in the Tapu (certificate of ownership) as $ 200,000. This applies to all new cases as of October 16th. For those who acquired the property after 26 April 2022, this law does not apply. For them, the old cost of $ 75,000 remains.

Expert assessment of the new law is not required. Now you only need a bank receipt confirming the exchange of $200,000 for lira at the exchange rate of the day.

Regarding taxes, if you have had an apartment for 5 years, then you will not be charged income tax (Gelir vergisi).

The specialists of the migration service said that the cadastral value of real estate for obtaining a residence permit according to Tapu will be the same in all regions of Turkey – $200,000. There is no information about possible changes in the law on citizenship yet, but the assumption exists that if the Tapu costs have been raised to 200 thousand, the amount for citizenship may also change.

Updated information on residence permit update from November 16, 2023

According to updated information from Gech employees at the moment, all categories of citizens who bought an apartment with an estimated value of 75 thousand dollars were started to approve a tourist residence permit for a period of six months to a year at the discretion of the inspector of the migration service. The only difference between a tourist residence permit and a residence permit for owning real estate (Tapu) is that you cannot apply for Turkish citizenship after 5 years.

How to change the cadastral value of real estate?

Regarding the technical side of the issue: if, for example, you are buying an apartment that was purchased in Tapu several years ago, and the price there is indicated as 500,000 liras, then officially nowhere it has yet been explained how to change this price in Tapu. We are waiting for an answer from the relevant authorities.

If you have owned an apartment for more than 5 years, no tax is charged, but you can overpay 4% of the tax on the value in Tapu, which is indicated, for example, as $200,000.

In general, everything is on hold, and for now it is better to wait for official information from government agencies.

Developers against the introduction of restrictions

The level of shock, which has now engulfed not only future property owners, but also key players in the construction market, is difficult to describe. Even in Alania, they say that the real estate market is currently virtually frozen. Experts and professionals argue that now is not the time to raise the minimum cost thresholds, but, on the contrary, it is necessary to reduce them to $55,000. The reason is simple: no foreign investor will dare to invest in a country with an unstable legislative framework.

Those who decided to buy an apartment at the construction stage and expected to obtain a residence permit after the completion of all work are now in a difficult situation. Due to the instability of laws and regulations, their new housing does not meet the minimum financial requirements for obtaining a residence permit.

Demand for buying real estate in September 2023

Apparently, Turkey is currently taking measures that repel foreign investors rather than attracting them. Although it is difficult to make any final conclusions, given that the country’s current leadership has its own plans and ambitions. As part of its five-year strategy, it plans to double revenues from tourism to $100 billion by 2028, up from $46 billion in 2022. Tourism is the number one priority area for the country’s economic development. However, with current trends, in particular with the pricing, which is becoming less affordable for the majority of people (including Russians), it is difficult to imagine how these goals will be achieved. According to the latest figures, overall housing sales have already fallen by 9.5% compared to last year, and sales to foreign citizens have decreased by 42%.

Relocation to Dubai 2023-2025. Pros and cons of living in Dubai

My name is Nastya. My husband and I lived in Dubai for six months and even managed to buy an apartment there, but we couldn’t live there. Now I will tell you all the disadvantages of living in Dubai that made us move. And you will conclude whether these minuses are important for you or you can endure it.

In this article I want to tell not about the most visible minuses and pluses of Dubai, such as the lack of taxes, but about the deeper minuses that I felt myself in my life.

Lack of pedestrian infrastructure

The lack of nature, greenery on the streets, walking parks and squares is very important to me because I like to walk. I also have a dog, but unfortunately Dubai is not adapted to this at all. The country is in the desert and it was obvious to me that no greenery would be there. But the lack of pedestrianized areas is a disaster!

There is one very green area in Dubai, like Dabai Hill, but you have to drive to it. You can walk from one crosswalk to another for several kilometers, or walk on a sidewalk that can end in the middle of the highway. For some reason, during the construction of the city, they did not take this fact into account and did not take care of good pedestrian accessibility. But it is true that now Dubai is building a tube where there will be different climatic zones, and in which you can walk.

It is compulsory to have a car

The mandatory presence of a car for a comfortable life in Dubai is the second significant disadvantage. Although the cost of cars in this city is relatively low, the process of their acquisition is associated with various additional costs and conditions. First of all, it is necessary to obtain a residence permit, which is not only a time-consuming process, but also requires financial investments.

After that it is necessary to pass the test for a driver’s license, which is also associated with certain financial and time costs. Paid exams, the cost of the learning process in the driving school and other administrative fees can significantly increase the initial costs.

Thus, even if the car itself is not that expensive, the total cost of all procedures can be quite significant. This is especially true for those who have just arrived in the city and have not yet had time to organize their lives. Having a car becomes not just a convenience, but rather a necessity due to the limited public transportation and pedestrian infrastructure, which significantly affects the overall standard of living in Dubai.

Дубай

Small salaries

One major disadvantage is the mismatch between the cost of living and salary levels. The Arab Emirates is an expensive country, and the only significant export is oil. Therefore, most products are brought from other countries. On the one hand, this is a plus because there is a wide range of products. On the other hand, the cost of logistics is added to the price of each product.

Some might say that to cope with high prices, you just need to earn more. But in Dubai it is not so easy. There is no minimum wage level here and employers can set whatever conditions they want. Yes, Indians survive here on 500 dollars, but that’s a separate story.

How much money you need in Dubai per family

To live comfortably in Dubai, expenses can vary significantly depending on your lifestyle and where you live in the city. Below are the estimated monthly expenses for a family of four according to various sources:

  1. According to Expatistan, the monthly expenses for a family of four is AED 17,161 (AED)1.
  2. According to Numbeo, the monthly expenses for a family of four, excluding rent, are US$3,680.1 (or AED 13,517.2)2.
  3. Onelifepassport.com lists monthly costs ranging from US$2,925 to US$5,850 (or AED 10,764 to AED 21,528)3.
  4. According to mydubai.media, families of four can expect monthly costs between US$3,400 and US$5,4.
  5. According to Bayut, basic monthly expenses for a family of four range from AED 12,200 to AED 23,000, with renting a villa in the Mirdif area costing an average of AED 7,833 and in the Arabian Ranches area costing AED 17,5.

Thus, you are better off having an income in your own country and spending the money already in the Emirates. For a family of two adults, you need a budget of about $5,000. If you have children, this amount should be doubled, because kindergartens and schools here are paid. And if you are not an outstanding specialist, the salary situation will be extremely disappointing.

Дубай

Lack of opportunity to obtain citizenship

The next disadvantage is that you will never become “your own” in Dubai. First, you will never be granted citizenship. Secondly, the local citizens put themselves first. I was once even kicked out of an apartment sales office when some local came in.

These factors combine to make adaptation and full integration into local society extremely difficult, leaving you in a permanent status of “stranger” no matter how much time you have spent in Dubai.

Religion

Because of this also comes the downside of religion. I am not a very religious person, but I am fine with all types and manifestations of any religion as long as they don’t interfere with my life. Unfortunately, religion follows you at every turn, from prayers in malls to bans on eating outside in Ramadan.

Horrible laws

A significant disadvantage of living in Dubai is the complexity and strictness of the laws. Strict laws can lead to serious legal consequences even for relatively minor infractions. This creates an atmosphere of high tension and the need to be constantly on guard against breaking local laws and regulations.

In addition, the legislation in Dubai is subject to constant changes. These changes can be both systematic and sudden, which creates additional difficulties for foreign nationals who find it difficult to adapt to the new conditions in a short period of time. It often happens that people violate some new provision without even realizing it, which can lead to financial penalties or even criminal liability.

The vagueness and variability of legislation not only creates conditions for legal uncertainty, but can also be a source of stress and discomfort. This is especially noticeable when laws relate to everyday life, such as traffic regulations, alcohol laws, or social behavior. Consequently, this aspect of life in Dubai requires special attention and prior preparation in order to avoid unwanted consequences.

Дубай

Climate

The biggest downside to living in Dubai for me is the climate, specifically the high temperatures in the summer. The heat can become so intolerable that simply being outside becomes a challenge, let alone physical activity or long walks. This creates a significant inconvenience to daily life, especially when you consider the already mentioned limitations in pedestrian infrastructure and public transportation.

For many people like you, this climate factor becomes so significant that they begin to consider moving to another city or even country for a period of time. This not only creates additional logistical and financial costs, but also significantly limits the possibilities for a stable, fulfilling life in Dubai. Accordingly, the need to look for a “winter” base to avoid the summer heat can become a significant irritant and call into question the feasibility of long-term residence in this city.

Scammers and corruption

One of the disadvantages of Dubai is that the Russians there are of a special kind: they are always trying to cheat each other. Of course, I am sure that there are some good people there, but we rarely encountered them. In America, during the two weeks that we were there, they only tried to help us, but they never tried to cheat us. There is also corruption in Dubai. If you think that the employees of the authorities are as selfless as in developed Western countries, it is definitely not about Dubai: here everything is built on money, and it is possible to bribe any employee, from a bank employee to a police officer, although it is forbidden by law.

Lack of freedom of speech

Lack of freedom of speech – for me this fact was very much discouraged. I wanted to blog openly, but many topics had to be kept quiet. If I talked about any obvious disadvantages in my videos, I was immediately written to by inadequate people who would go to the police to write a report on me. In Dubai there is such a rule: either good or nothing. All bad news about the city or country they brush off, just like they brush off bloggers for alleged slander. There are also many small minuses like water quality, food, lack of windows in kitchens, religion subject in school, lack of love for animals, for dogs.

Дубай

Pros of living in Dubai

The first of the most significant pros of living in Dubai is undoubtedly the high level of security. This factor is especially acute when compared to the experience of living in other countries, including the United States. In Dubai you can feel calm and comfortable in almost any neighborhood and at any time of day, which creates a favorable atmosphere for life and recreation.

Strict laws and an effective law enforcement system make this city one of the safest in the world. A high level of social control and quality security services reduce the risks of crime such as theft, assault or even minor disturbances.

In addition, security in Dubai is not limited to crime rates; it is also evident in the well-organized civil defense and transport security measures, including airports and railway stations.

The second plus point is that Dubai is a real hub for people of different nationalities. It’s easy to find a job in it where you’re not likely to feel like an outsider or an extra. Because around you will be the same newcomers, with non-ideal English and lack of Arabic. Also, with official employment, you can easily get a local work visa, which will give you the right to live in the country for a long period of time.

At the moment, investing in Dubai’s economy is lucrative, whether it’s opening the cheapest cafe or investing in real estate. It is important that your product is better than others, and in Dubai it is more than real. Everything is in your hands.

Mortgage in Turkey: a loan to those who do not have a home, not to investors!

A new era has begun in the field of mortgage lending. The banking regulator (BDDK) has introduced restrictions on loans for those who buy a second home. Now, if a consumer already has a property, he will be able to take out a loan not for 90% of the cost of a new house, but only for 22.5%. The goal is to ensure access to housing not for investors, but for those who really need it. A new campaign is expected for those who buy their first home.

The first concrete step was taken within the framework of statements by government officials that “housing should not be an investment tool.” The decision announced the other day says: “If the consumer, his spouse or children under the age of 18 already have at least one home, the loan will be provided taking into account a 75% reduction.”

For example: previously, a person buying a house worth 3 million liras could request a loan for 90% of the cost, regardless of the amount of real estate available. Now, if he already has a house, taking into account the 75% limit, he will be able to take out a loan for only 22.5% of the cost, that is, 675 thousand liras. The initial payment will be not 300 thousand, but 2 million 325 thousand liras.

The new solution will not affect those who buy their first home. They will be able to use a loan of up to 90%, depending on the cost and energy class of the housing.

Expectations and possible consequences

The goal is to increase the share of real homeowners by redistributing credit opportunities. It is planned to stabilize price growth by reducing demand.

However, if the process is delayed, it can lead to a decrease in production and an imbalance between supply and demand. Reducing the number of those who buy housing as an investment can lead to a decrease in the number of rental properties. Regulation will have the strongest impact on the cottage market. Due to restrictions on loans, significant reductions in sales of dachas, which are second homes, are expected.

Share of credit sales

In Turkey, the share of credit sales in total sales ranges from 10.5% to 25.4%. According to TÜIK data for July, this share is 13.3% — the minimum for the last 7 months. Consumers prefer cash and installment purchases due to rising interest rates.

Expectations for loans for the purchase of a first home

Details of the expected campaign for those who buy their first home have not yet been announced. It is expected that the interest rate on the loan may decrease to 1.2%, and the loan term will increase to 15 years.

Investing in Turkey: Myths and reality about real estate in Alanya

Myths about Turkish real estate: Why do people expect a collapse?

Greetings, friends! my name is Maxim. So, lately I have often heard the thought that it is extremely unprofitable to invest in Turkey now, and in general, Turkish real estate is about to collapse. Even some people give some time intervals that everything will collapse during this time. However, of course, they must constantly endure this, because the collapse never happens, and the reason why they think so is quite banal: they say that prices have risen, which means they must fall.

An interesting logic, but apparently these people forget the main thing, that with the time of the pandemic, the cost of housing has increased in every resort city. People, when they were all quarantined, thought: “Why should I live in my own cold city if I can live peacefully by the sea?” And therefore, there has been an increase in every absolutely resort city.

Rising housing costs: A global trend or a local phenomenon?

Let’s look at America, Miami. So, we see that prices have risen very much. Let’s take Sochi. I don’t understand at all who can afford to buy a new building in Sochi right now. It’s just some fabulous money. This applies to every city in Europe. Yes, even in Georgia, prices have also increased, and Turkey, of course, was no exception. But for some reason, these people are somehow sensitive to Turkey. Like, in Miami, in Sochi, yes, it was always expensive there, but think about it, it got more expensive, they got used to it. And Turkey, it has always been some kind of economy segment. There was a cheap vacation, cheap food and cheap real estate, and now it has risen in price, so it must collapse. And that’s exactly what I disagree with.

The 2008 crisis: Why is the comparison with Turkey incorrect?

People also operate by saying that everything in Turkey can collapse by analogy with the crisis in 2008, as it was in America, which then led to a global crisis. Only if someone tries to compare the situation in Turkey and the crisis of 2008, it means that they have no idea and have not even read what happened in 2008. Because then in America, apartments were distributed to everyone, literally issued almost for pets, that is, for people who had no way to pay their bills at all. And accordingly, people did not pay, agents simply earned on commissions, and as a result, a crisis occurred.

The situation in Turkey is completely different. No one here buys apartments with mortgages, loans, or there for several 5-10 years. They pay immediately here, so comparing and trying to attribute Turkey to the 2008 crisis is extremely stupid. I would add to everything that Alanya, as I said, is a world-class resort. If you say that everything has become extremely expensive here, but name another world resort where people from all over the world relax, and for example, it will be cheaper than in Turkey.

Alanya as a global resort: Market analysis and pricing

If, for example, Alanya, it would be tied by tourists from specifically one side, for example Russia, who now have certain difficulties due to the course and the political situation. But Alanya is not tied by tourists from Russia or Ukraine, Kazakhstan and so on. In addition to tourists from the CIS countries, there are a lot of Europeans here. If you have been to Alanya, take a walk in the evening, you will literally see Germans sitting and drinking beer in every cafe. Moreover, it is the Germans who have already outstripped the Russians in terms of the number of tourists in Turkey.

Therefore, if there is some kind of crisis, then it will obviously not be a local crisis, but some kind of global one, when everything falls down. And besides, you know, these are the people who expect or talk about the collapse of real estate in Turkey… I have a friend who says the same thing about the collapse of the dollar. They say that America will collapse soon, but everyone is already abandoning the dollar, some different coalitions are being created there, countries are uniting and starting to trade their currencies, that is, everyone is massively abandoning the dollar. Which means it’s going to collapse soon. And then they will buy it cheaper, but as long as I can remember, I remember these conversations about the collapse of the dollar. There are no prerequisites for this, and the same applies to Turkey. At the moment, I don’t see any prerequisites for prices to fall.

Real estate sales in Turkey: Comparison of the current 2023 with the last “boom”

Of course, if we compare with last year, sales have decreased now, but again, this is all natural and understandable. Because look for yourself, last year there was just a real boom, a kind of real estate gold rush. We bought everything from everyone. I myself have met subscribers or just acquaintances who told me, they say, I bought an apartment there or there from some developer who is generally incomprehensible.

I asked him.: “Do you personally know the developer? Because he doesn’t have a portfolio, he doesn’t have anything at all, this is his first project. How do you know or how do you have a guarantee that he will build what he painted?” To which people responded: “Well, the price was a little cheaper there.” And now, when these complexes are being rented from it is unclear from whom, the buyers begin to be disappointed, and people do not want to live there, because once again, the developers who came directly because of this wave of HYPE, they have no idea how to build correctly. For example, ventilation, because of it, dampness can sometimes form on the ground floors, but again, if they bought their properties about a year and a half ago, they are still in the black. They definitely earned 20 percent from the entry point.

Top developers and pricing: Why aren’t prices falling?

But if we are talking about some large developers who did not come yesterday, but who have been for many years, and plus they are not going anywhere, who manage the complexes themselves, are a management company with extensive experience. Plus, you need to understand that the land in Alanya is also running out, and for example, the land that they bought three years ago, now either you simply will not find such a scale, or it will cost just some unimaginable money, and accordingly the apartments at the exit will also be more expensive.

Answer me, if we are talking about a complex of a top developer, he understands perfectly well that a complex of the same scale and quality simply will not appear next to it. Why should the price fall there? Well, of course it won’t happen, but some people expect it for some reason. Therefore, now the market has become a little deliberate, or something, this is actually very good, because we are still talking about investments, and investments, whether real estate, whether in any other asset, it is always important time and place.

A deliberate approach to buying: How to find a profitable investment or living facility

You don’t need to buy everything at once. Here and now. This is the wrong approach. Now you can find an object that will be profitable for investment, you can find a good object that will bring you a guaranteed lease and which you will easily rent out. You just need to approach this issue very thoughtfully, and not buy everything and everything and believe that whatever you buy, whatever hut it would be, it will increase in price.

Let’s summarize: undoubtedly, the Turkish real estate market is no different from any other real estate market in the world. Yes, there are pitfalls here, this is the weak Turkish economy at the moment, this is the falling lira, and of course closed areas for obtaining a residence permit even for owners, which I personally cannot understand at all. But if you consciously and deliberately approach the search for an apartment in the same Alanya, then you will be able to find yourself an interesting object, whether for investment or for a comfortable life.

I, in turn, do not urge you to buy or not to buy anything. I just shared my opinion with you and tried to show you what the real estate market has now. In any case, the choice should exclusively be yours. If you still have any questions, please contact us.

Turkey: new fines and regulations for drivers 2024

Deportation codes in Turkey. Refusal codes for a residence permit

Every year, millions of foreigners come to Turkey for various purposes. However, some of them face deportation (deportation) and even restrictive measures if they do not pay due attention to compliance with local legislation.

Table of Contents:

In the case of deportation (deportation), a specific restriction code may be indicated in the documents of the foreigner, which is determined based on the reasons for such a decision. This code may impose a ban on re-entry into the Republic of Turkey for a period of one month to five years, and in some cases even for an indefinite period of time.

What is a restriction code? And why is it posted?

A restriction code is a code that in some cases informs the foreigner, and in some cases indicates the reason for the ban or deportation. The reasons for setting the restriction codes differ from each other. Depending on the importance of the action taken, the duration of the restriction varies.

V-69 (Persons whose residence permit has been cancelled)

V-69 applies to those who have received a residence permit in Turkey and then cancelled if the rules of residence are not followed. For example; In cases where the documents required for residence are forged, the restriction code V-69 is established and the person is not issued a residence permit for 5 years.

Foreigners who have entered into a fictitious marriage in order to obtain a residence permit in Turkey are prohibited from entering Turkey for up to 5 years with the imposition of a restrictive code V-70 on them in case of detection.

V-71 (Foreigners who could not be found at the address, did not report the change of address and declared falsely)

V-91 (Foreigners under temporary protection are subject to departure from the country)

V-91 is applied to foreigners who have temporary protection status and are subject to permission to leave the country. These persons must obtain permission from the relevant authorities before leaving the country. The code can be deleted administratively or in court.

V-137 (invited to leave Turkey)

Some foreigners who have been deported are not immediately forcibly deported, but are offered to leave Turkey, giving them 15 days. These persons must leave Turkey within 15 days. If they are still in Turkey after 15 days, the deportation decision will be applied immediately and an entry ban will be imposed. These people are assigned the code V-137.

V-144 (released under 57-A)

Some foreigners who have been ordered deported may not be able to return to their country, or if they return, that person’s life may be in danger. In these cases, the foreigner may be deported to a third country. If this is not possible, the foreigner will not be deported and a residence permit will be issued for humanitarian reasons. In this process, the person is assigned the code V-144. It can be deleted using the annotated visa method.

V-146 (Turkish passport with annotation)

In practice, marks are placed in the passports of some Turkish citizens against whom a criminal case has been initiated with the code V-146. In some cases, the passport applications of these people are not finalized. This situation is actually a violation of the law and it is necessary to go to court after an administrative application.

G-82 (Activities against national security)

G-82 is a code for foreigners who act or are suspected of participating in activities against national security. It is similar to the G-87 code mentioned below. It can be put on the basis of intelligence information like him. However, it can be removed in court.

G-87 (Persons at risk of general security)

According to some sources, such as the security service, the national intelligence Agency, a restrictive code G-87 may be imposed on foreigners, and these people are deported.

In practice, in most cases, this is due to the fact that intelligence reports are haphazard in nature and are not based on any specific evidence. In most cases, intelligence reports on a foreigner only on the basis of suspicion and informs the immigration administration about it. In these cases, it is possible to remove this code by filing a lawsuit.

In addition, the deportation of some people with the G-87 code has put their lives at risk in their own countries. In the case before the Constitutional Court, this procedure was canceled, and the person was not deported on the grounds that in the case of deportation of a person with the restriction code G-87, his life would be in danger, and the person would not pose a certain danger, a danger from the point of view of general security.

Since an administrative fine is also an administrative action, there is a possibility of judicial protection. The claim must be filed in the right court at the right time.

If you are in Turkey in court, you will be banned from entering Turkey for 2 years, regardless of whether you are guilty or not. It can be solved administratively.

Bars, nightclubs, etc. Regarding foreign women taken from entertainment establishments, the protocol of detention by law enforcement officers says that “it is considered that they arrived at the place for the purpose of prostitution” and only with this application the residence permit or work permit of foreign women is canceled, and foreigners can be deported for this reason.
Although there is no situation with prostitution, unfortunately, in practice we meet many such examples. We are getting positive results in the cases that we have opened on this issue.

If the administrative fine applied to foreigners who violated a visa or residence permit is not paid upon leaving Turkey, the restriction code Ç-120 is processed, prohibiting them from re-entering Turkey for 5 years. In fact, as we explained above, the sanctions that should be applied in case of violation of the visa regime have been diversified with the new regulations. Since visa violation is an extensive topic, we have written a separate article on this topic. We have given the link above.

Ç-135 (Foreigners and persons violating the Law on International Protection)

Administrative fines are imposed on foreigners and foreigners who violate the Law on International Protection. If this fine is not paid, they will be banned from entering Turkey for 5 years by setting the restriction code Ç-135. The code can be deleted after receiving an annotated visa.

Ç-136 (Those who do not pay for travel expenses)

If foreigners cannot cover their travel expenses during deportation, they are covered by the Republic of Turkey, and these expenses must be paid for re-entry by processing the restriction code Ç-136.

Ç-137 (Foreigners are invited to leave)

If foreigners who have been invited by the immigration administration to leave Turkey during certain periods do not invite Turkey during these periods, they are prohibited from entering Turkey for 5 years by processing the restriction code Ç-137. It is possible to re-enter Turkey with an annotated visa. In addition, it can be guaranteed that he will never leave Turkey by filing a lawsuit in the administrative court.

Ç-138 (INAD passenger)

Foreigners who are banned from entering Turkey may be banned from entering Turkey for up to 5 years by processing the restriction code Ç-138 if their situation is noticed when entering the country. Depending on the situation, legal proceedings may be required.

Ç-141 (A foreigner whose entry into Turkey is carried out with the permission of the Ministry)

§ 141, the restriction applied by the Immigration Administration to the passport data of an alien by the “MINISTRY OF INTERNAL Affairs”, in accordance with intelligence information received before or during deportation from Turkey, in connection with a violation of judicial or administrative legislation that he committed against Turkey in Turkey or abroad. To enter, you must obtain permission from the Ministry. If permission is not given, various remedies may be applied in accordance with the Ministry’s response.
However, as in the case of the N-82 code, in practice this permission is almost never given. This is the application of a ban on entry into the country. In this case, it is almost impossible for a foreigner to enter Turkey without filing a lawsuit and canceling the code.

Ç-166 (Who does not justify his entry into a just cause/does not have financial means)

Ç-166 is a code assigned to foreigners who do not justify the reason for their arrival when obtaining a visa or entering the country or do not have sufficient financial resources during their stay, even if they have them. It can be removed from an annotated visa.

K Restriction Codes

K (wanted for smuggling)

The restriction code K is usually set for foreigners who commit crimes related to smuggling and for whom an arrest warrant has been issued. This code cannot give a ban on entry. It can even be installed in order to prevent travel abroad.

N Restriction codes

N-82 (A foreigner whose entry is carried out with prior permission)

In the restriction code N-82, a foreigner must obtain a preliminary permit to enter Turkey. However, this permission is almost never allowed in practice. This is the application of a ban on entry into the country. In this case, the foreigner cannot enter Turkey without filing a lawsuit and canceling the code.

N-99 (Interpol code)

The Interpol Restriction Code N-99 is established for persons who have an Interpol search bulletin issued in their own country or in a country that is part of the Interpol system. This type of code can also cause a ban on entry to Turkey. The right to impose an entry ban remains with the State. Although this is, in fact, a serious type of code, we have removed a lot.

O Restriction codes

0-100 (Refugees who have received asylum are forbidden to enter the hostel without neighbors)

O 100 is a restriction code for asylum seekers who are not allowed to enter an unidentified dormitory. Upon deportation from Turkey, the O-100 restriction code applies to foreigners who are prohibited from entering the country and who are not located at the address they stated when contacting the provincial offices of the migration directorate in Turkey.

O-176 (3 years for foreigners whose request for international protection is assessed negatively)

Foreigners applying for international protection are assessed for compliance with this status. If the evaluation result is not suitable, this code is set. A lawsuit may be filed after an administrative application.

O-177 (5 years for foreigners whose request for international protection is assessed negatively)

Foreigners applying for international protection are assessed for compliance with this status. If the evaluation result is not suitable, this code is set. A lawsuit may be filed after an administrative application.

How can I remove foreign restriction codes?

We explained above that for foreigners, for various reasons, different restriction codes are set, and, accordingly, the timing of re-entry into Turkey varies. To remove the restriction code, it can be removed by an administrative application or a legal invitation in some cases, as well as by an administrative court. From the point of view of the roadmap, it is also very important that you work with a lawyer in this regard. Because each code contains a different legal path.

Administrative action to remove the restriction code

Persons against whom a decision on deportation has been made and the restriction code has been processed can achieve the cancellation of the decision of the restriction code by filing a claim with the administrative court during the period of consideration of the claim. According to each restriction code, it will be necessary to take different actions and defend the case.

If there is a foreigner who is subject to a prohibitive code and a decision on deportation has been made, then it is most logical to sue this foreigner as soon as possible to overturn the decision on deportation. If an annulment action is filed against the deportation decision, the result of the annulment action is expected in order for the person to be deported. In other words, if a lawsuit is filed, the foreigner will not be deported until the end of the trial.

important! However, it is important to open a case at the right time and work with a competent and experienced lawyer in the field of foreign law. Some firms try to provide legal services under the name of a foreign consulting firm. However, representation in court is a service that only lawyers can provide.

An annotated invitation statement and an administrative statement on the cancellation of the restriction code

In some rare cases, the restriction is sufficient to delete a foreign code only within the framework of an administrative case. The lawyer must assess in which cases an administrative application will be submitted.

A valid visa invitation may be required to lift the ban on foreigners entering Turkey. Visas that include expressions such as medical treatment, family reunification, education, work, official duties, tourism in terms of the purpose of the visa are called legal visas. An annotated visa allows foreigners who are banned from entering Turkey to enter the country legally. The process of obtaining an annotated visa is usually completed within 1 month.

Frequently Asked Questions about deportation in Turkey

Yes. If a foreigner has no other ban on entering Turkey, entry is possible after the code prohibiting entry has been removed.

The legal process against the restriction code can take about 1 year. A decision on the deferral of execution is usually made within 20-30 days.

Visas that include expressions such as treatment, family reunification, education, work, official duties, tourism as part of the visa purpose are called legitimate visas. An annotated visa allows foreigners, who are banned from entering Turkey, to enter the country on a lawful basis.

A restriction code is a code that in some cases provides information about a foreigner, and in other cases indicates the reason for the ban on entry or deportation of the foreigner.

Foreigners started buying apartments in Istanbul after the elections

The wave of foreign investment in Istanbul real estate and in general the real estate market in Istanbul began to grow after the 2023 elections and is an interesting phenomenon that deserves special attention.

The 2023 presidential election in Turkey was marked by the victory of Recep Tayyip Erdogan. The continuation of political reforms and the improvement of the economic situation in the country by the current president restored the growth of interest of foreign investors in the Turkish real estate market, which stagnated strongly in March 2023.

We also note the strengthening of relations between Turkey and Russia, which also plays an important role in increasing Turkey’s investment attractiveness.

Istanbul, an important commercial and cultural center with centuries-old traditions, attracts investors from all over the world. Apartments in Istanbul, especially in its historical part, are in high demand.

Real estate prices in Istanbul are rising, but remain affordable compared to other major cities in the world. Turkey’s policy of granting citizenship when buying real estate from $400,000 attracts foreign buyers.

Due to its unique cultural and historical heritage, Istanbul is also an attractive city for tourism. This is an additional bonus for investors who buy apartments for subsequent rental.

But despite all these advantages, buying a property in Turkey requires careful research and understanding of the local market. It is important to take into account various factors, including legal issues, economic stability and potential risks.

The growth of foreign investment in Istanbul after the 2023 elections is a vivid example of how political and economic changes can affect the dynamics of the real estate market. Istanbul remains an important hub for investors seeking to expand their portfolio and take advantage of the opportunities that this city offers.

How to transfer money from Russia to Turkey in 2024 through the Contact and Golden Crown systems

We continue to look for ways to withdraw money to Turkey. We try to help those who got into an unpleasant situation when they found themselves abroad at the moment when Visa and Mastercard stopped working in Russia. People simply could not withdraw their money and thus were left without means of livelihood. Today we will talk about the Contact system. It is also a Russian system. it has disadvantages, there are advantages, but to be honest, I have not found any disadvantages for myself.

💰 Do you need to transfer money from/to Turkey?

Transfers with and without conversion, Russia-Turkey 🇹🇷🇷🇺

The most reliable way to transfer money from Russia to Turkey is through the Golden Crown

The easiest and most reliable way to transfer money today is to transfer via the Golden Crown from a Russian card to an IBAN Turkish card. To do this, you need to open a virtual Ozone card, it can be opened online by downloading the Ozone Bank mobile application. And you also need to have any Turkish bank card, your own, neighbor’s or friend’s, no matter. What steps do I need to take to make a transfer?:

  • In the Golden Crown application, you register using a Russian phone number.
  • Choose a new translation, this is a plus sign in the lower right corner.
  • New recipient, receiving country: Turkey.
  • Next, select: By account number (To the IBAN account).
  • You dial the transfer amount in lira, then you will see the amount in rubles that will be withdrawn from the ruble card.
  • By clicking next, you need to add a new recipient.
  • Enter the IBAN of the Turkish card account and the Turkish phone number in the recipient.

Attention! In the Golden Crown application, you can link one card to one account, after that you will not be able to link the same card to another Golden Crown account. When sending, you log into the application with a Russian number, and when receiving, you log in with a Turkish phone number, although if you send to IBAN, the funds come immediately to the card account. Another important point is the time of day of the transfer. It is better to make transfers on business days and business hours, otherwise your transfer will most likely hang up before the start of business hours. That is, it is better not to transfer at night, Friday evening and on weekends, if you do not want to wait for the money to arrive until Monday.

Which cards can I transfer money from via the Contact system

Today we were able to withdraw dollars and transferred them through a mobile application, and the money was collected at the pick-up point. It all happened one day, I sent it in the morning, went to lunch and picked it up. A huge advantage of this system is that transfers can be made from absolutely any bank cards. You can transfer via any VTB card, Alfa, Post Bank, absolutely any bank that you have.

What are the pros and cons

The only disadvantage, in my opinion, is a complex application. There was one nuance, I have been looking into it for a long time and I am sure that if you try to translate yourself without reading this instruction, then you will probably also have questions at this point. Therefore, be sure to read the instructions. And about the limits. I didn’t find them in the application, it doesn’t say about the limit on transfers. Also, at the pick-up point, we were told that they simply do not exist. I think everything is limited by Russian legislation. As usual, as you know, you can transfer money no more than 5 thousand dollars, and most likely only in this case you may have a plug.

Now let’s briefly go over the advantages of the Contact system – this is a Russian system, and therefore it will not stop working, as happened with Western Union. In any case, the application’s website does not report any restrictions on any termination of activity. There is also a huge plus – transfers come instantly. As soon as you have sent the money, you immediately receive an SMS message that you can go and pick up the funds at the nearest point.

Another plus is that you can transfer money from any card, as I said before.

Also, a small commission is a plus. Today I will show you what commission I had for the transfer and as I understood from different banks, the commission is calculated differently for different cards. The Sber turned out to be the smallest, so I think this is a huge plus. The system also has a low conversion rate.

Why not a Golden Crown, but a Contact?

Contact turned out to be ahead of all other systems, and it is much more profitable to make transfers through it than through the Golden Crown. Also, the Golden Crown sometimes works or not. Today we came to the Contact pick-up point and asked the operator in advance if he had dollars. Therefore, I strongly recommend that before you receive a transfer, check with the operator if the required amount is available, whether he will be able to give it to you, so that you do not have to receive it in lira, if you want to receive dollars.

It is also a very important point. before making a transfer through the Contact system, be sure to make sure that it is available in your city. If you live in some small town in Turkey, perhaps this system will not be there. In the application itself, you can view the map and find points near you. It is also very convenient.

And then I suggest you go to the application itself, see how it works and visually show you how to make a translation. And one more thing. You can make a transfer from your phone, tablet, or computer. This is done a little differently, but in general the algorithm is the same. It is more convenient to use the phone because it is always at hand.

💰 Do you need to transfer money from/to Turkey?

Transfers with and without conversion, Russia-Turkey 🇹🇷🇷🇺

How to transfer money through the Contact system (Instructions)

So, let’s start installing the app. To do this, we will need to go to either the App Store or Google Play, install it, wait for verification and open it accordingly. After that, we will see a welcome screen and a slider with hints. Here we are informed that the application is convenient and you can make transfers directly from your phone. We are also informed that all transfers occur instantly, that all funds are safe, and you don’t have to worry about anything. Well, click continue.

Next, we will be asked to enter a phone number to register in the system. This time I decided to try to get attached to the Russian number, because not everyone has Turkish. I entered the Russian number, he started the system. I immediately received an SMS message with a confirmation code and moved on to the next step.

On the next screen, you will be asked to come up with a PIN code to log in to the application. We introduce it. After entering, we will be prompted to add a fingerprint input. Here you do it at your discretion. Personally, I added a fingerprint, but this is not a prerequisite.

Next, we get to the main screen of the application, where we immediately see the latest news. On the bottom panel we see icons with additional sections and one of them is “Items”. By clicking on it, we will just see a map with the pick-up points located nearby. Be sure to see if there are partners of the Contact system near you, so that you do not have to go, for example, somewhere in another city to receive money.

There is also a “Get” item at the bottom, and as far as I understand, you can use it to get money to the card, rather than go to the pick-up points for money. But, unfortunately, I could not check the operation of this item. When you click on it from the application, it throws you out, enters again, throws you out again, and as I understand it, you need to pass verification through a computer.

You go to the website of the Contact system, then go through verification. you will be asked for your passport number there. Well, in general, everything is done there simply, I think you will figure it out and after you make the verification, the data will fly away for verification. They can be checked during the day. I didn’t wait for the check today, so I couldn’t check the operation of this item, namely getting to the cards.

There is a “MORE” button at the bottom, clicking on it, we will see the profile settings. It’s just like in any application. You and I won’t need any security settings. And right in the middle there is a large “Send” button and clicking on it, we will also see the sub-items. The first of them is “Currency exchange”. It is also locked and unblocked immediately after passing verification from your computer. If you complete the verification, the currency will also be unlocked. At this point, you can exchange currency directly through the application.

There is a “Payments” item where you can select the payment you need, for example, top up e-wallets or top up your phone number, pay fines and so on. Do not confuse this item with transfers, we are talking about payments here. There is also a “Transfer to a card” option. I tried to enter the Turkish card number, but unfortunately, the system gave me a message that transfers to Turkish cards are not valid. We are talking about transfers to Russian cards. For example, if you want to transfer money to someone in Russia through the application, you can also go to this point and make a transfer to a Russian bank card.

And most importantly, “Money transfers”, we will talk about this further. Click on it, after which we will be asked to choose the country of receipt. We choose Turkey. Of the available methods, it offers only a cash transfer. And there is another point – it is to choose a city. Clicking on it again, we do not see any choice. A 1-local message is displayed, so we don’t do anything else in this section, just click Continue.

In the next step, we will be asked to select a currency and enter the amount. The available currencies for Turkey are euros and dollars. Select the currency, enter the amount we need and click Continue. In the next step, we will be asked to enter the sender’s details. I entered everything in Latin, since there is no Russian language on the keyboard in Turkey and the operator will not be able to enter your data into his computer when giving you money. Fill in the first and last name in Latin, leave the patronymic field empty.

Next, click on the item “Sender’s document type”. Here you can select a document confirming the identity of the sender. You can select an icon, but in the Icon the series and number are indicated in letters and numbers. Again, I decided not to experiment and chose a foreign passport, entered the series and number of the document. next, I indicated the date of birth, chose citizenship in my case, this is the Russian Federation and proceed to filling in the recipient’s data.

There are only three fields to fill in, but one had to suffer for a long time. This is exactly the same phone number. I’ll tell you what happened. The recipient’s phone number was indicated in Russian to check how it works, whether the transfer will be received if I have a registration for a Russian number. Initially, I entered 7 and the rest of the digits of my phone number. The system wrote that the number was incorrectly specified, after which I entered 8 and the rest of the number. The system wrote that the number was entered incorrectly. The Turkish number also wrote differently from 053, 535, +90535. The system always gave out that the number was entered incorrectly and for sure you will also encounter this. What have I done?

I went to the Contact system website, reached the same step, but from a computer and saw that in the Recipient – recipient’s phone number field there is a number input mask, that is, how the number should be written. It turned out that you need to write 7, put a hyphen, then write 925, again a hyphen and then the rest of the number. And this is the only way the system will be able to make the transfer.

Next, you need to fill in the first and last name. They must be filled out in Latin, as written in the recipient’s documents, passport or in the Icamet. See how it is written and duplicate everything in the same way. This is very important! If you write something else in Russian or make a mistake, the recipient will not be able to receive the funds, the system will not accept it. After we have filled out everything, click the Continue button and proceed to the next step.

At the next step, we will be asked to enter the details of the bank card from where the transfer will take place, that is, the sender’s card, and under the fields for entering data, we will be notified that the commission will range from 6 rubles 37 kopecks to 44 rubles 50 kopecks. It follows that the commission is calculated differently from different cards from different banks. In my case, there was Sberbank, and the commission just amounted to 6 rubles 37 kopecks, although I was preparing for the fact that there would be the largest commission – 44 rubles 56 kopecks. But again, this is not a lot of money, considering that you can immediately send and receive funds here in Turkey.

Next, enter the sender’s card details and click the Pay button. We enter the password from the SMS, wait for the funds to be sent, and on the next screen we see the full information on the transfer. The most important thing is the transfer number. You will need it to receive the money.

You can save or send a receipt with the details of your transfer. As soon as you have made the transfer, an SMS with the transfer number and transaction data will immediately be sent to the recipient’s number. With this number, the recipient is already sent to receive funds at the Contact branch.

This completes the transfer, we can go and receive it immediately. According to the system, all transfers happen instantly, and this, of course, is very convenient. I made a transfer from a ruble account and a ruble card. As for currency transfers, as far as I know, transfers from foreign currency accounts and from foreign currency cards via Contact or Golden Crown occur with double conversion.

How to get money at the Contact office

You go to the nearest Contact office. You will need the transfer number. He’s in a text message. If for some reason the message has not arrived, contact the sender and ask them to send the transfer number. This is the first thing you will need to receive money.

Next, you show an ID card, in my case it was Ikameth, but you can show a passport. The most important thing is that the first and last name match the first and last name in the translation indicated by the sender. Next, you will be asked for the recipient’s phone number. You will also be asked for a residential address. You can write absolutely any address, it is not checked in any way. You can receive a transfer in a currency or in lira. In the currency, you take the amount that came in. If you receive in lira, then, accordingly, at the exchange rate, you will be converted into this currency and given out.
